addressed to Charleston, South Carolina, manuscript "1/8" (1sh8p) rate paying postage from Belgium to US border, endorsed "Per next English Steamer from Liverpool", left Liverpool by Cunard's Hibernia October 21 and arrived Boston November 4, charged "34" upon arrival (24c 24c Transatlantic retaliatory rate plus 10c inland postage), light edge wear, a very fine and rare example of a Retaliatory Rate cover originating in Belgium
